This picdture is shot using a technique called panning. The camera pans along with the main object, so that others will appear blur.
see the rim of light that outlines the object. Usually if the fill flash is not turned on, you will get a silhoutte instead (which I will try my hands on when I have the chance). But in this case, the front of the object is bright enough, so I didn't turned on my flash.
Please don't be mistaken, the blurry image is not due to camera shake. If it is, the wooden fence would be blurry too isn't it. This is a photography technique called motion-blur. It is able to create a sense of movement in a photograph. This photo was shot at a shutter speed of 1/6 of a second. Can you feel the wind blowing?
